| Description: | The Social insurance appeared at the end of The 19th Century. Germany was the first country adopting the social insurance program. The aim behind adopting this system was to protect the insured from the possible risks and dangers he could be exposed to like diseases, professional accidents, impotence or death. These are the major risks that could be covered by social security commissions and of course, in return for the protection they provide, the insured should pay subscriptions in a permanent way. The problem of Financing the social Security Fund has always been subject to discussions all over the world and especially in Algeria where it ould be due to the limited resources of Financing which depends on the subscriptions of the insured as a main resource and also on the state treasure as a secondary resource resorted to when there is a Fund budget deficit. The main aim of this research paper lies in determining how can these financing resources cause the financial balance at The Social Security Funds. This could be realized by just analysing some statistics about revenues and expenses of Funds, the number of insured and evolution of the salaries-wage bill between the years from 2008 to 2017. This investigation has shown that the situation of social security fund is in good condition but at same time is suffering from limited resources , that’s why new mechanism have to be set provide enough Financing resources to Algerian Social Security Funds |
