| Abstract: | عجز الموازنة العامة مشكل تعاني منه أغلب دول العالم الثاني، بل أصبحت دول صناعیة متقدمة ترى أن عجز الموازنة العامة مشكلة حقیقیة تتطلب تخطیطا دقیقا وجهودا كبیرة لخفض النفقات العامة وزیادة الایرادات، وهذا ما جعل من هذه الدول البحث بشكل متواصل عن مصادر جدیدة تغطي من خلالها احتیاجاتها التمویلیة، ومن مصادر التمویل التي برزت في السنوات الأخیرة نجد الصكوك الاسلامیة كتقنیة حدیثة لتمویل عجز المیزانیة العامة التي تتلاءم مع خصائصها واحتیاجاتها المالیة. یهدف هذا البحث الى دراسة فعالیة الصكوك الاسلامیة كتقنیة حدیثة لتمویل عجز الموازنة العامة، وذلك من خلال تسلیط الضوء على المفاهیم الأساسیة لهذه التقنیة وتوضیح دورها بالنسبة لتمویل عجز الموازنة العامة، والاشارة الى واقع هذه التقنیة في السودان. |
| Description: | The budget deficit is a problem that afflicts most of the countries of the second world, but advanced dustrialized countries have become the real problem that requires careful planning and great efforts to reduce public xpenditures and increase revenues, which made these countries constantly search for new sources through which to cover their financing needs, and from sources of funding that have emerged in recent years we find Islamic instruments as a modern technique to finance the public budget deficit that corresponds to their haracteristics and financial needs. This research aims to study the effectiveness of Islamic instruments as a modern technique to finance the budget deficit, by highlighting the basic concepts of this technology and larifying its role in financing the budget deficit, and referring to the reality of this technology in Sudan. |
