| Abstract: | يعتبر قياس الأداء و تقييمه و تحسينه من أكثر العمليات التي تعطي لها المؤسسات أهمية حيث تساعدها وبشكل كبير في كشف انحرافاتها من خلال مطابقة الأعمال المنجزة فعلا مع ما هو مخطط له مسبقا و من خلال هذه النتائج تتخذ المؤسسة قراراتها في ذلك الشأن و يعتبر قياس و تقييم الأداء المالي من أهم العمليات التي يجب على المؤسسات القيام بها خاصة المؤسسات التي تسعى إلى تحقيق الربح و فقط وذلك من أجل تحسين هذا الأخير و الوصول به إلى أقصى درجة ممكنة . ومن هذا المنطلق تعتبر بطاقة الأداء المتوازن من أهم و أحدث أدوات م ا رقبة التسيير التي تساعد وإلى حد بعيد في قياس و تقييم أداء المؤسسة بصفة عامة و أدائها المالي بصفة خاصة ، و نظرا لأهميتها وجب على مسؤولي المؤسسة المينائية لسكيكدة أن يحاولو الإطلاع على هذه البطاقة و محاولة تكوين موظفين وإطارات في هذا الاختصاص إذا ما أرادت أن تحسن من أدائها الكلي من خلال مختلف الأبعاد (بعد العملاء، بعد العمليات الداخلية، بعد التعلم و النمو) لأنها كلها مكملة للبعد المالي و بالتالي تحسينها يؤدي حتما إلى تحسينه |
| Description: | Measuring , evaluating and improving performance is one of the processes that institutions give them abig importance, as they help them in ditecting their deviations by matching the actually accomplished work with what is planned in advance, and through these results the institution takes its decisions, so the measurement and evaluation of financial performance is one of the most important operations that institutions must work by, especially those that seek to achieve profit, in order to improve it and bring it to the maximum possible degree. Thus, the balanced scorecard is considered one of the most important and modern management tools that help to a large extent in measuring and evaluating the performance if the institution in general and its financial performance in particular, and given its importance, the officials of the port institution of skikda must try to see this card and try to form employees and frames in this specialization if it wants to improve its overall erformance through various dimensions(after clients, adter internal processes, after learning and growth) because they are all complementary to the financial dimension and thus improving them will inevitably lead to imprving it |
