| Abstract: | هدفت الد ا رسة إلى التعرف على معوقات الرقمنة في الجماعات المحلية وعلاقتها بجودة الخدمة العمومية وذلك من خلال الإجابة على التساؤل الرئيسي: كيف تؤثر علاقة معوقات الرقمنة في الجماعات المحلية بجودة الخدمة العمومية؟ وقد تم معالجة هذا الموضوع من خلال ثلاث فصول فصلين نظريين وفصل تطبيقي، حيث تضمن الفصل الأول الإطار النظري للرقمنة والجماعات المحلية والفصل الثاني أساسيات حول قطاع جودة الخدمة العمومية، أما الفصل الثالث فكان د ا رسة تطبيقية حول بلدية زغاية، وذلك لمعرفة الرقمنة في الجماعات المحلية ومختلف معوقاتها في بلدية زغاية وعلاقتها بجودة الخدمة العمومية المقدمة من طرف بلدية زغاية. وقد تم إتباع المنهج الوصفي التحليلي و استخدام الاستبيان كأداة للد ا رسة، وفي الأخير وبعد إختبار الفرضيات تم التوصل إلى بعض النتائج التالية: أن هناك علاقة إرتباط بين المعوقات البشرية وجودة الخدمة العمومية وبين التهديدات الأمنية وجودة الخدمة العمومية وعليه تم رفض الفرضية الأولى و الفرضية الثانية والفرضية ال ا ربعة، وقبول الفرضية الثالثة والخامسة. وقد تم التوصل إلى أن معوقات الرقمنة تؤثر سلبا على جودة الخدمة العمومية خاصة فيما يتعلق بالتهديدات الأمنية. |
| Description: | This study aimed to identify the obstacles to digitization in local communities and their relationship to a quality of public service, by answering the main question: How obstacles to digitization affect on quality of public service of local communities? This study was addressed through three chapters, two theoretical chapters; the third is an applied chapter, where first chapter included theoretical framework for digitization in local ommunities; and the second chapter was basics about the public service quality in municipality of Zaghaya and its relationship to quality of public service that provided. Descriptive analytical approach was followed with questionnaire that was used as a tool to collect data. After testing hypotheses, some of following results were reached: There is a correlation between human obstacles and the quality of the public service, and between security threats and the quality of the public service. Therefore, first, second and fourth hypothesis are rejected. but we accepting third and fifth hypotheses. It was found that the obstacles of digitization negatively effect on quality of public service, especially with regard to security threats. |
