| Abstract: | يعد القطاع البنكي من أهم القطاعات الإقتصادية فهو يؤثر ويتأثر بالمحيط الإقتصادي، وكون البنوك الجزائرية جزء من لإقتصاد العالمي وجب عليها مسايرة التغيرات العالمية من خلال تطبيق النظم الإحترازية.حيث إستهدفنا من خلال هذه الدراسة موضوع في غاية الأهمية يتمحور حول تطبيق إتفاقيات بازل في النظام المصرفي مع الإشارة إلى حالة بعض الدول العربية (الأردن، السعودية، الجزائر.) وبإعتبار أن إتفاقيات ومقررات بازل بمقترحاتها الثلاث (بازل ،1بازل ،2بازل ) 3مظهر من مظاهر العولمة المصرفية، فالبنوك في معظم الدول ليست مخيرة بل مجبرة في ظل هذه الظروف التي فرضتها العولمة على الإلتزام بها، ومنها الدول العربية،إلا أن تقييم القطاع المصرفي العربي من زاوية فعالية التنظيم الرقابي والتسيير الاحت ا رزي له ومدى ملاءمتها للمعايير الدولية ، يظهر نقصا من جانب إلتزام بنك الجزائر بتطبيق مبادئ بازل الأساسية على عكس القطاع المصرفي الأردني والسعودي اللذان يشرقان في تحقيق وتبني العمل المصرفي وفق ماجاءت به اتفاقيات بازل. |
| Description: | The banking sector is one of the most important economic sector as it effects and is affected by the economic environment, and the fact that Algerian banks are part of the global economy must keep pace with global changes though the application of precautionary systems where we targeted. Though this study, a very important topic centered on the implementation of the Basel agreement in the banking system with reference to the case of some Aral countries (fordan, Saudi Arabia, and Algeria). And considering that the Basel greements and decisions with its three proposal (Basel1, Basel2, Basel3) are an aspect of banking globalization, the banks in most countries are not free, but anther freed under these circumstances imposed by globalization to adhere to them, including the Aral counties, However the evaluation of the Aral banking sector in terms of the effectiveness of the regulatory organization and its precautionary management and its adherence to nternational standers, A deficiency appears on the part of the Bank of Algeria’s commitment to implementing the basic principles of Basel, in contrast to the fordanian and Saudi banking sectors, which are shining in the realization and adoption of banking inaccordance with the provisions of the Basel Accord |
