Abstract:	تهدف الدراسة إلى توضيح الدور الذي تلعبه إیرادات الجماعات المحلية وعلى رأسها البلدية في تمويل التنمية المحلية، وذلك للفترة الممتدة من 2017إلى غاية ،2019تم الاستعانة بالمنهج الوصفي لوصف الموضوع محل الدراسة، والمنهج التحلیلي لتحلیل إیرادات بلدية أحمد راشدي ودوها في تمويل التنمية المحلية. توصلت الدراسة إلى أن إیرادات الجماعات المحلية تتكون من إیرادات داخلية وإیرادات خارجية، فالإیرادات الداخلية تتكون من إیرادات جبائيه متمثلة في مختلف الضرائب والرسوم التي تحصل لفائدتها، وغیر جبائیهمتأتية أساسا من مداخیل الأملاك ونواتج الاستغلال ، إضافة إلى الإیرادات الخارجية متمثلة أساسا في الإعانات المقدمة من الدولة والصندوق المشترك للجماعات المحلية إضافة إلى التبرعات والهبات. كما توصلت الدراسة التطبيقية لبلدية أحمد راشدي، أن البلدية تعتمد على الإیرادات الخارجية بنسبة كبیرة لتمويل مشاريع التنمية المحلية، ذلك راجع لضعف إیراداتها الداخلية
Description:	The study aims to clarify the role played by the revenues of local groups, especially the municipality, in inancing local development for the period from 2017to 2019, the descriptive approach was used to describe the subject under study, and the analytical approach to analyse the revenues of Ahmed Rachdi municipality and its role in financing local development. The study found that the revenuesof local groups consist of internal and external revenues, as the internal revenues consist of tax revenues represented in the various taxes and fees that are levied in their favor, and non-taxation derived mainly from property incomes and the products of exploitation,in addition to the external revenues represented mainly in the subsidies provided by the state and the common fund for local groups in addition to donation and grants. The applied study of Ahmed Rachdi municipality relies on external revenues to a large extent to fund local development projects, due to its weak internal revenues
