| Abstract: | تهدف هذه الدراسة إلى توضیح أن قطاع النقل یعتبر من القطاعات الناهضة بالاقتصاد الوطني نظرا لما یوفره من تأمین حركة نقل الركاب والبضائع على النطاق المحلي والدولي، وما یلعبه من دور رائد في دفع حركة الاقتصاد وتقدیم الخدمات للقطاعات الإنتاجیة والخدمیة الأخرى...، وبالرغم من أهمیته في عملیة التنمیة الاجتماعیة والاقتصادیة، إلا أنه تصاحبه العدید من المشكلات التي تعیق تنمیة وتطور المجتمعات، كتلك المتعلقة بالاختناقات المروریة، التلوث البیئي، ارتفاع تكالیف النقل...، وعلى هذا سعت الحكومات والدول إلى محاولة تطویر نظام نقل فعال یكون أكثر استدامة وأمانا، لذلك ظهر ما یصطلح علیه بالنقل المستدام، فهو عبارة عن نظام نقل یسمح للأفراد والمجتمعات بتلبیة حاجاتها الأساسیة للتنقل بشكل آمن ویتلاءم مع صحة الأفراد والنظم البیئیة، ولا یحمل مضرة للأجیال الحالیة أو اللاحقة. وقد توصلنا من خلال الدراسة إلى أن تجربتي الإمارات العربیة المتحدة "أبو ظبي" والجزائر كل منهما سعى لوضع سیاسات وتدابیر وكذلك إطلاق برامج ومخططات وذلك من خلال التشجیع على استخدام وسائل النقل الجماعي والمركبات الصدیقة للبیئة وضرورة استبدال الوقود التقلیدي بالوقود الحیوي وغیرها، وذلك بغیة الوصول إلى نظام نقل فعال ومستدام یساهم في تحقیق النمو الاقتصادي وجودة الحیاة والاستدامة البیئیة. |
| Description: | This study aims at clarifying that the transport sector is considered as one of the rising sectors in the national economy for it provides insurance for the movement of passengers and goods on the local and international levels, the leading role that it plays in driving the movement of the economy, its providing services to other production and service sectors as well. Despite its importance in the process of social and economic evelopment, there are many problems that hinder the development of societies, such as those related to traffic jam, environmental pollution, high transportation costs. Thus, governments and countries sought to develop and efficient transport system that allows individuals and communities to meet their basic needs peacefully and in a way that it’s compatible with individuals’ health and ecosystems, and doesn’t have a harmful effect to present nor future generation. In conclusion, we found that the experiences of the united Arab Emirates (Abu Dhabi) and Algeria each sought to develop policies and measures, as well as the launching of programs schemes, by encouraging the use of mass transport and environmentally friendly vehicles and need to replace conventional fuels with biofuels, in order to reach an effective and sustainable transport that contributes to economic growth, quality of life and environmental sustainability |
