Abstract: Illegal speculation is one of the most prominent economic crimes that causes significant harm to the market economy. It contributes to the creation of an artificial scarcity of goods and basic materials, as well as the unjustified manipulation of prices, particularly during times of crisis, leading to a decline in consumers' urchasing power. This phenomenon has worsened significantly during the COVID-19 pandemic, prompting the legislature to repeal the general provisions of the Penal Code and enact a specific law to combat it, Law No. 21/15 on Combating the Crime of Illegal Speculation. This law includes strict provisions and severe penalties for anyone convicted of committing any of the acts constituting this crime.
