| Abstract: | إن التحول الرقمي يشكل محورا أساسيا لتحسين أداء الجماعات المحلية وتعزيز جودة الخدمات المقدمة للمواطنين من خلال التقنيات الحديثة في الإدارة المحلية . ورغم ما يوفره هذا التحول من فرص لتعزيز الشفافية، وتبسيط الإجرا ءات وتحقيق تكافؤ الفرص، إلا أن تطبيقه يواجه تحديات هيكلية تتمثل في ضعف البنية التحتية التقنية، ونقص الكفاءات المؤهلة. وفجوة في توافق بعض الأطر القانونية مع متطلبات العصر الرقمي. كما أظهرت الد را سة أن نجاح عملية التحول الرقمي يتوقف على إ را دة القيادات السياسية والإدارية، بالإضافة إلى وضع استرا تيجيات واضحة تشمل التشريعات وتأهيل الموارد البشرية، وتوفير الدعم التقني والمالي. وبناء على ذلك، يمكن اعتبار التحول الرقمي أداة فعالة لتعزيز الحوكمة المحلية وتحقيق التنمية المستدامة شرط توفير الشروط الملائمة وتقليل العقبات المؤسسية والتقنية |
| Description: | The study concluded that digital transformation constitutes a fundamental pillar for improving the performance of local communities and enhancing the quality of services provided to citizens through modern technologies in local governance.Despite the opportunities this transformation offers—such as promoting transparency, mplifying procedures, and ensuring equal opportunities—its implementation faces structural challenges. These include weak technical infrastructure, a shortage of qualified professionals, and a gap in aligning certain legal frameworks with the requirements of the digital age.The study also revealed that the success of the digital transformation process depends largely on the will of political and administrative leadership. In addition, it requires the development of clear strategies that encompass legislation, human resource development, and the provision of technical and financial support.Accordingly, digital transformation can be considered an effective tool for enhancing local governance and achieving sustainable development, provided that the appropriate conditions are met and institutional and technical obstacles are reduced. |
