dc.description	Local administration has undergone significant transformations due to digitalization, with e-governance merging as a vital tool for enhancing transparency and improving public service delivery. This thesis examines the state of e-administration in the municipality of Oued-Endja, focusing on its role in promoting administrative ansparency. The study reveals that while digitization fosters trust between citizens and local authorities, it still faces organizational, technical, and financial obstacles that limit its effectiveness. Although there is a generally positive perception among employees regarding the benefits of digital tools, the actual implementation remains limited due to the absence of a clear digital strategy. The research recommends the development of an integrated plan encompassing training, funding, infrastructure development, and the activation of internal oversight mechanisms. It also stresses the importance of citizen engagement through interactive digital platforms. Ultimately, the study concludes that digital transformation is not a luxury but a pressing necessity for modern governance and genuine transparency	en_US
dc.description.abstract	شهدت الإدارة المحلية تحولات عميقة بفعل التحول الرقمي، حيث أضحت الإدارة الإلكترونية أداة جوهرية لتعزيز الشفافية وتحسين جودة الخدمات العمومية. تناولت هذه المذكرة واقع الإدارة الإلكترونية في بلدية واد النجاء، مركّزة على دورها في إضفاء الشفافية على التسيير الإداري. وقد أبرزت الد ا رسة أن الرقمنة ت عد وسيلة لتعزيز الثقة بين المواطن والإدارة، لكنها لا تزا ل تعاني من عرا قيل تنظيمية، تقنية، ومالية تحدّ من فعاليتها. كما كشفت عن وجود وعي إيجابي لدى الموظفين بأهمية الرقمنة، يقابله ضعف في التطبيق العملي وغياب استرا تيجية رقمية واضحة. وتوصي الد را سة بوضع خطة متكاملة تشمل التكوين، التمويل تطوير البنية التحتية، وتفعيل الرقابة الداخلية، إلى جانب إشرا ك المواطن عبر منصات رقمية تفاعلية. تؤكد الخاتمة أن التحول الرقمي ضرورة حتمية للإدارة المحلية، وليس خيا راً ، ويتطلب إ رادة سياسية جادة لتحقيق الشفافية والحكم الرا شد .	en_US
