Abstract

This study aimed to demonstrate the potential contribution of legitimate financing methods in financing the state’s general budget deficit in Algeria, given given the limited capacity of traditional financing methods to contain it, By presenting the most prominent international pioneering experiences in this field, using the descriptive and analytical approach.The study concluded that legitimate financing methods such as Islamic sukuk, zakat, and waqf could be the optimal alternative for financing the state budget deficit in Algeria , This is due to its harmony and compatibility with the religious values and beliefs prevailing in Algerian society on the one hand, and its reliance on real, permanent and stable resources that enjoy financial sustainability on the other hand. Islamic sukuk can contribute to a great extent in financing the general budget deficit in Algeria due to their high ability to mobilize resources and finance huge investment projects that constitute a large financial burden for the state, especially infrastructure projects. and zakat can play a crucial role in supporting the financing of the public budget deficit in Algeria by reducing government expenditure pressures, as it has the potential to increase the value of social transfers to approximately one-fifth of current expenditure. As for the waqf sector, it is a strategic sector that can be integrated into the national economy through modern investment mechanisms such as waqf funds. It can contribute significantly to supporting the financing of the general budget deficit. By alleviating the pressures of government spending, especially in the fields of education and health.
