| Abstract: | توصلنا من خلال بحثنا هذا الى ان الدولة الجزا ئرية أعطت أهمية كبيرة للصفقات العمومية وقد قامت بضبطها بقوانين وتشريعات من أجل السير الحسن لهذه المشاريع والحفاظ على المال العام بداية بإعدادهاإلى طرق إبرا مها وصيغ تمويلها وكذا مبدأ الكفاءة والفعالية.وقد توصلنا من خلال هذا البحث إلى أن فعالية وكفاءة الصفقات العمومية لا ترتبط بالدرجة الأولى بصيغ تمويلها وانما بعوامل أخرى أهمها: مدى توفر المعلومة وتسديد المستحقات المالية للمتعاملينا لمتعاقدين على مستوى الخزينة الولائية، كذلك الملاحق والأشغال الاضافية التي تحول دون اتمام المشروع في الوقت المحدد بالإضافة الى المستوى المهني وكفاءة المتعامل المتعاقد، وكذا عنصر الشفافية الذي في غيابه يحول دون الحصول على أحسن عرض من حيث الجودة والتكلفة |
| Description: | Through our research,we found that the Algerian state gave a greate importance to public deals, ansd it has controlled them with laws and legislation for the good conduct of these projects and the preservation of public money, beginning with preparation, methods of concluding them, financing formulas, as well as the principe of efficiency and effectiveness. We have concluding that the effectiveness and efficiency of public deals are not primary related to their financing formulas, but rather to other factors, the most important of which are: the availability of information and the payment of financial dues to contracting feelers at the state Treasury level. As well as the annexes and additional works that prevent the completion of the project on time as addition to rofessional level and efficiency of the contracting customer, and the element of transparency in the absence of which we do not get the best offer of cost and quality. |
