| Abstract: | بغرض تفادي الفوارق في مجال التنمیة المحلیة بین الجماعات المحلیة (البلدیات والولایات) تم إنشاء الصندوق المشترك للجماعات المحلیة لیقوم بتقدیم المساعدات المالیة للجماعات المحلیة العاجزة ودعم ب ا رمج التنمیة على المستوى المحلي، نظ ا ر لأن إنشاء البلدیات والمقدر حالیا ب 1541 بلدیة والولایات ( 48 ولایة) لم یكن مبني على معاییر اقتصادیة محددة وٕانما على اعتبا ا رت سیاسیة واجتماعیة، فقد ترتب على ذلك عدم كفایة مصادر تمویلها في إنعاش التنمیة المحلیة.ونظ ا رً لعجز الصندوق المشترك للجماعات المحلیة في إنعاش والنهوض بالتنمیة المحلیة على المستوى المحلي ما جعل المشرع الج ا زئري یعید النظر فیه بالت ا زمن مع إعادة النظر في القوانین المنظمة للجماعات المحلیة (قانون البلدیة والولایة)، حیث تم إصلاح الصندوق المشترك للجماعات المحلیة إصلاحا كلیا من مختلف الجوانب التنظیمیة والهیكلیة ومن حیث مهامه 116 المؤرخ في 24 مارس 2014 المتضمن - واختصاصاته من خلال المرسوم التنفیذي رقم 14 إنشاء صندوق التضامن والضمان للجماعات المحلیة. ومن أجل إنعاش التنمیة على المستوى المحلي وتجسید التضامن والتعاون وتقلیص الفوارق الاقتصادیة والتنمویة ما بین بلدیات وولایات الوطن تدعم صندوق التضامن والضمان للجماعات المحلیة بمصادر تمویل متعددة وهیاكل إداریة متنوعة من شانها أن تجعله یساهم إنعاش التنمیة المحلیة على المستوى المحلي. |
| Description: | In order to avoid disparities in the field of local development between local communities (towns and cities) was created Common Fund for local communities for the provision of financial aid to local groups are unable to support the local development programs, since the establishment of towns currently estimated in 1541 the towns and the cities (48 city) it was not based on specific economic criteria but also on political and social considerations, it has resulted in inadequate funding sources in the rehabilitation of local development.Due to the inability of the Common Fund for local communities in the recovery and promotion of local development at the local level making the Algerian legislature reconsider it in conjunction with the revision of the laws governing local communities (town and city law), where the Common Fund for local communities repair overhaul ompletely different organizational and structural aspects in terms of functions and powers through the xecutive Decree No. 14-116 dated March 24, 2014 included the establishment of solidarity and security for local ommunities fund. In order to revitalize the development at the local level and reflect the solidarity and ooperation and reduce the economic and development disparities between towns and cities the nation supports the solidarity and security of local communities outsourcing multiple financing and administrative structures diversified fund that will make it contributes to the recovery of local development at the local level. |
