| Abstract: | تناولت دراستنا التعریف بالتمویل غیر التقلیدي كأداة نقدیة غیر تقلیدیة في احتواء الأزمات المالیة لتنشیط اقتصادیات الدول،حیث تم التأكید أن استخدام هذه الأداة هو واحد من الأسالیب الناجحة التي حققت نتائج جد إیجابیة في الكثیر من الدول ،خاصة أن هذا النمط یستخدم في الظروف الاقتصادیة غیر الاعتیادیة ،وبینت الد ا رسة أن الجزائر لجأت إلى استخدام التمویل غیر التقلیدي لتغطیة عجز الموازنة العامة من خلال طباعة الأو ا رق النقدیة بدون تغطیة ،إذ توصلت الد ا رسة إلى أن التمویل غیر التقلیدي لم یحقق أهدافه المرجوة في الج ا زئر لأنه لا یتناسب مع خصوصیة الاقتصاد الج ا زئري،الذي یعتمد بصورة كبیرة على الریع النفطي و نظرا لضآلة جهازه الإنتاجي،كما توصلت إلى ان نجاح عملیة التمویل غیر التقلیدي مرهون بتوفر شرطین أساسیین هما:ضرورة ربط الإصدار النقدي بحجم الطاقة الإنتاجیة العاطلة ،وكذا التحكم في الإصدار النقدي الجدید وتوجیهه إلى القطاعات المنتجة |
| Description: | Our study addressed the definition of unconventional financing as an unconventional monetary tool in containing financial crises to revitalize the economies of countries, as it was confirmed that the use of this tool is one of the successful methods that achieved very positive results in many countries, especially that this pattern is used in unusual economic conditions The study showed that Algeria resorted to using nconventionalfinancing to cover the general budget deficit by printing banknotes without coverage, as the study concluded that nontraditional financing did not achieve its desired goals in Algeria because it does not fit with the specificity of the Algerian economy, which depends largely on Oil rents and due to the smallness of its productive apparatus, It also concludedthat the success of the unconventional financing process depends on the availability of two basic conditions: the necessity of linking the cash issuance to the volume of idle production capacity, as well as controlling the new cash issuance and directing it to productive sectors |
