| Abstract: | كون الج ا زئر بلد من البلدان النامية التي تسعى إلى تحقيق التنمية الإقتصادية، لهذا فإن التنمية الوطنية لا تحقق إلا بتأطير التنمية المحلية وهذه الأخيرة لا تحقق إلا بتأطير الجماعات المحلية ومنها الولاية التي تعتبر الهيئة المسؤولة في تسيير واستغلال إي ا رداتها ونفقاتها بالشكل الأمثل، وبالتالي فإن ما تحققه الولاية من موارد مالية تكون ضرورية في دعم التنمية المحلية والتي تهدف إلى إتمام أو القيام بمختلف المشاريع التنموية.ولتحقيق التنمية المحلية تحتاج الولاية لتمويل محلي بقدر كافي لتحقيقها وانجاحها، لإرتباط مدى تطور التنمية المحلية بمدى إعتماد الإدارة المحلية على مواردها المالية. ومن خلال الد ا رسة التطبيقية تبين لنا الدور الذي تلعبه ال ولاية في تحقيق التنمية المحلية وهذا على مستوى ولاية ميلة، وذلك من خلال عرض وتحليل المعطيات المتعلقة بمي ا زنيتها )المي ا زنية الأولية اولإضافية( التي تسعى إلى تطوير الإي ا ردات من أجل تغطية النفقات |
| Description: | The fact that Algeria is a developing country that seeks to achieve economic development, so national evelopment can only be achieved by framing local development, and the latter can only be achieved by framing local groups, including the mandate, which is the body responsible for managing and exploiting its revenues and expenditures in an optimal manner. Financial funds that are necessary to support local development, which aims to complete or carry out various development projects. In order to achieve local development, the state needs sufficient local funding to achieve and succeed, because the extent of local development development is linked to the extent of the development of the local administration on its financial resources.Through the applied study, we show the role that the state plays in achieving local development, and this is at the level of Mila, through the presentation and analysis of data related to its budget (the initial and additional budget) that seeks to develop revenues in order to cover expenses |
