| Abstract: | تهدف هذه الد ا رسة إلى معرفة دور خلية ضمان الجودة في تنمية وتطوير مها ا رت، قد ا رت ومعارف العاملين بمؤسسات التعليم العالي، ونحن في عصر التكنولوجيا وثورة المعلومات واقتصاد المعرفة، وكون الجامعات مؤسسات معرفية بالأساس فهي أمام مسؤولية كبيرة أمام محيطها الاقتصادي اولاجتماعي، ما يستوجب عليها ضمان جودة عملياتها ومخرجاتها، حيث تم استحداث نظام ضمان جودة التعليم العالي لهذا الغرض. ومن أجل تحليل شامل لمختلف متغي ا رت الد ا رسة، استخدمنا المنهج الوصفي التحليلي لفهم ماهية خلية ضمان الجودة ودورها في تنمية الموارد البشرية، مع د ا رسة ميدانية لمؤسسة المركز الجامعي ميلة لمعاينة نشاطات هذه الخلية بها والنتائج التي حققتها، والصعوبات التي تواجهها في تطوير أ رس المال البشري. وخلصت الد ا رسة إلى أن نجاح خلية ضمان الجودة في تنمية الموارد البشرية بالمركز الجامعي ميلة يستدعي مجموعة من المتطلبات البشرية، الهيكلية، التكنولوجية، المالية والثقافية، بالإضافة إلى مجموعة من التغيي ا رت في أدوار العاملين والمد ا رء والتركيز على التحسين المستمر والتدريب كما توصلنا إلى نتيجة مفادها أن الكفاءة والفعالية بمفهومهما الحديث مرتبطان بضمان جودة المخرجات، والمركز الجامعي ميلة كمؤسسة، فهو معني بتكريس هذا التوجه ليحتل مكانة بين الجامعات ال ا رئدة محليا وإقليميا |
| Description: | The purpose of this study is to know the role of the Quality Assurance Cell in the development of the skills, capabilities and knowledge of workers in the age of technology, the information revolution and the knowledge economy. Universities are essentially knowledge institutions that have a great responsibility to their economic and social environment. For a comprehensive analysis of the various variants of the study, we have used the analytical descriptive approach to understand what the Quality Assurance Cell is and its role in human resources development, with a field study of the University Centre Mila inclined to examine its activities, the results it has achieved, and the difficulties it faces in developing human capital. The study concluded that the success of the Quality Assurance Cell in Human Resource Development at the University Centre requires a range of human, structural, technological, financial and cultural requirements. In addition to a series of changes in the roles of staff and managers and a focus on continuous improvement and training, we have also come to a conclusion that efficiency and effectiveness in their modern sense are linked to quality assurance of output, and that the university status of Mila as an institution is concerned with dedicating this orientation to a place among leading universities locally and regionally. |
