| Abstract: | تتناول هذه المذكرة تأثير الإدارة الإلكترونية على أداء المرفق العمومي في الجزا ئر، في ظل التحولات التكنولوجية المتسارعة والحاجة المتزا يدة لتحسين جودة الخدمات العمومية . تطرقت الد را سة في بدايتها إلى الإطار النظري لكل من الإدارة الإلكترونية والمرفق العام، من خلال عرض المفاهيم الأساسية، المبادئ العامة، والإطار القانوني المنظم لها . كما تم تقييم واقع الإدارة الإلكترونية في الجزا ئر عبر استعرا ض تطبيقاتها في قطاعات متعددة مثل البريد، التعليم العالي، العدالة، والضمان الاجتماعي . وقد بيّنت النتائج أن التحول الرقمي ساهم في تحسين الكفاءة، تعزيز الشفافية، وتقليص البيروقرا طية . غير أن هذا المسار لا يزا ل يواجه تحديات متعددة، منها ضعف البنية التحتية التكنولوجية، محدودية الكفاءات البشرية، ونقص في التشريعات الملائمة . وخلصت الد را سة إلى أن الإدارة الإلكترونية تشكل خيا راً استرا تيجيًا لتحديث المرفق العام، لكنها تتطلب إ را دة سياسية قوية، واستعدادًا تقنيًا وتشريعيًا لتحقيق تحول رقمي فعّال ومستدام . |
| Description: | This Master's thesis explores the impact of e-administration on the performance of public services in Algeria, amid rapid technological advancements and the growing need for improved service quality. The study first examines the theoretical foundations of e-administration and public utilities, addressing key concepts, principles, and the legal framework. It then assesses the current implementation of e-administration in various sectors such as postal services, higher education, justice, and social security. The findings indicate that digital transformation has enhanced administrative efficiency, transparency, and reduced bureaucracy. However, challenges remain, including technological infrastructure gaps, limited human resources, and an under developed legal environment. The study concludes that while e-administration is a promising tool for odernizing public services, a sustainable digital transition requires stronger political will, technical readiness, and legislative reform . |
