| Abstract: | تيدؼ الدراسة لتوضيح الدور الذي لعبو صندوؽ ضبط الموارد في إدارة المالية العامة وذلؾ لمفترة الممتدة مف 2000إلى غاية 2019؛ أي الفترة التي شيدت تذبذب في أسعار النفط. تـ الاستعانة بالمنيج الوصفي لوصؼ الموضوع محؿ الدراسة، المنيج التاريخي عند عرض تطور صندوؽ ضبط الموارد والمالية العامة، المنيج التحميمي لربط الأسباب بالنتائج، والمنيج المقارف لتقييـ صندوؽ ضبط الموارد. توصمت الدراسة إلى أف صندوؽ ضبط الموارد باعتباره صندوقا استقراريا فقد سجؿ تدخلات ميمة في إدارة المالية العامة تباينت بيف امتصاص فائض الجباية النفطية، تسديد عجز الميزانية العامة لمدولة وتسديد الديف العمومي الخارجي والداخمي، كما توصمت الدراسة إلى أف الصندوؽ يعاني مف عدة نقائض حالت دوف فعاليتو في إدارة المالية العامة |
| Description: | The study aims to clarify the role played by the Resource Regulation Fund in the management of the public finances and its effectiveness in achieving it, for the period from 2000 To 2019, that is the period in which oil prices fluctuated. The descriptive approach was used to describe the subject in question, the historical approach when presenting the development of the Fund for Resources and Public Finance, the analytical approach to link the policies to their underlying results, the comparative approach to evaluate the Resource Regulation Fund. The study concluded that the Resource Regulation Fund as a stability fund has recorded important interventions in the public finances management that varied between absorbing the surplus of the oil collection, paying the state budget deficit and paying the external and internal public debt, and the study also found that the fund suffers from several contradictions that prevented its effectiveness In public finances anagement |
