dc.description	Algeria, like many other countries, suffered from a severe external debt crisis, one of its reasons was the deficit that characterized its balance of payments. Although it succeeded in reducing its external debt to very low levels as a result of the pre-payment of debts due to the increase in hydrocarbon revenues resulting from the increase in oil prices during that period, the current oil crisis, which started in the second half of 2014 and led to the return of the deficit to the balance of payments push to concern about the return to the option of external borrowing with the continuation of the deficit and the depletion of exchange reserves, which played a significant role in covering the deficit so far	en_US
dc.description.abstract	عانت الجزائر، كغيرها من الكثير من الدول، من أزمة مديونية خارجية خانقة كان من بين أسبابها العجز التي ميز رصيد ميزان مدفوعاتها. ورغم نجاحها في تقليص مديونيتها الخارجية إلى مستويات متدنية جداً نتيجة التسديد المسبق للديون بفضل إرتفاع إيرادات المحروقات الناتج عن إرتفاع أسعار النفط خلال تلك الفترة، إلا أن الأزمة النفطية الراهنة والتي بدأت منذ النصف الثاني من سنة 2014وما أدت إليه من عودة العجز إلى ميزان المدفوعات يدفع إلى القلق بشأن العودة إلى خيار الإستدانة الخارجية مع إستمرار العجز واستنفاذ إحتياطي الصرف الذي لعب دوراً جد هام في تغطية العجز حتى الآن	en_US
