The promotion of exports outside the hydrocarbons sector is a strategic issue for the economies of the oil-exporting developing countries at present. Algeria is one of the countries that carry out the import and export operations. It has also adopted strategies for upgrading it. First, it followed the import substitution strategy and then promoted and promoted exports. We find that the most important thing we export is hydrocarbons, despite efforts to promote exports outside the hydrocarbons sector, followed by semi-processed materials. In terms of geographical distribution, the European Union is the most involved in the export process. The balance of payments balance during the period (2000-2008) achieved a continuous surplus. In 2009, the surplus was reduced due to the decline in oil prices due to the global financial crisis until the decrease continues until 2013 and the balance of payments deficit is shown in 2014 and 2015en_US
