| dc.description | International cooperation in combating crime and its impact on Algerian criminal law Crime has evolved from localized acts to complex transnational offenses like terrorism and human trafficking, exacerbated by hnological advancements. Domestic laws alone prove inadequate against these borderless threats, necessitating robust international cooperation. Key instruments include the UN Convention against Transnational Organized Crime (UNTOC) and the UN Convention against Corruption (UNCAC), supplemented by regional mechanisms like the Arab League and African Union. States have adapted by criminalizing emerging crimes (e.g., cybercrime, terrorism financing) and aligning national laws with international standards—exemplified by Algeria’s legal reforms. However, challenges persist in implementation and sovereignty conflicts. The global community now prioritizes disrupting criminal networks by targeting their funding and infrastructure. This study evaluates Algeria’s legislative harmonization with international norms, highlighting both progress and obstacles in combating organized crime through cooperative frameworks. | en_US |
| dc.description.abstract | التعاون الدولي في مكافحة الجريمة وأثره على القانون الجنائي الجزا ئري الجريمة ظاهرة اجتماعية قديمة تطورت من أفعال فردية بسيطة إلى جرا ئم معقدة عابرة للحدود كالإرهاب غسل الأموال، تهريب البشر والاتجار بالمخد را ت، خاصة مع التقدم العلمي الذي وسع نطاقها عالمياً ولمواجهة هذه التحديات ا لأمنية المعقدة التي لم تسلم منها أي دولة حيث لم تعد القوانين المحلية كافية، أصبح التعاون الدولي ضرورة حتمية لضمان الأمن عبر اتفاقيات دولية مثل اتفاقية الأمم المتحدة لمكافحة الجريمة العابرة للحدود واتفاقية مكافحة الفساد ومحاربته، من خلال تفعيل آليات التعاون القضائي والأمني ضمنإطارلجامعة العربيةوالاتحاد الأفريقي، مع تعديل القوانين الوطنية لتجريم أفعال جديدة كالج ا ئم السيبرا نية وتمويل الإرهاب، وغسيل الأموال بتفعيل التعاون الدولي وأشكاله وأثره على القانون الجنائي الجزا ئري وتحليل النصوص القانونية وآليات المكافحة، وتقييم نجاح المشرع الجزا ئري في مواءمة التشريعات المحلية مع المتطلبات الدولية رغم التحديات والمعوقات التي تواجهها . وھذا ما جعل الدول والمجتمع الدولي بهيئاته يرا جع حساباته ويعلن الحرب على مثل ھذه الجر ا ئم وعلى كل من يدعمها للقضاء عليها والحد من خطورتها بتجفيف منابعها ومصادرها. | en_US |
