dc.description.abstract	حاول المشرع الجزا ئري من خلال الإصلاحات القضائیة والقانونیة التي أسس لها التعدیل الدستوري لسنة 2020 تدارك النقائص التي لطالما اعترت تنظیم القضاء الإداري، وقد نجح نسبیا في ذلك، من خلال استحداثه الدرجة ثانیة للتقاضي وتخفیفه للعبء الملقى على مجلس الدولة، من خلال تفرغه للطعون بالنقض الموجهة ضد القرا را ت الصادرة عن الجهات القضائیة الدنیا، وهي نقاط تحسب له، إلا أنه أخفق من جهة أخرى في إسناده منازعات المشروعیة الموجهة ضد ق ا ر ا رت المنظمات المهنیة الوطنیة والهیئات العمومیة الوطنیة والسلطات الإداریة المركزیة للمحكمة الإداریة للاستئناف لمدینة الجزا ئر، لأن الطعن فیي قرا ر ت هذه الأخیرة فیما بعد سیكون أمام مجلس الدولة الذي سینظرها كقاضي استئناف، والأكید أنه لن ینظرها لمرة ثانیة بصفته قاضي نقض، وهو ما یحرم المتقاضین من درجة ثانیة من درجات التقاضي لمجرد وجود وزیر أو هیئة علیا كطرف في النزا ع.	en_US
