dc.description.abstract	بموجب المادة 209 من التعديل الدستوري لسنة 1111 دخل القضاء الإداري مرحلة جديدة تتمثل في إنشاء هيئات قضائية جديدة وهي المحاكم الإدارية للاستئناف کدرجة ثانية للتقاضي في المادة الإدارية، مما استدعى تعديل العديد من النصوص القانونية لتتطابق مع التعديل الدستورية، وتهدف هذه الد را سة إلى تسليط الضوء على النظام القانوني للمحكمة الإدارية للاستئناف من خلال التطرق إلى إطارها القانوني وهيكلتها واختصاصها و شروط وإجرا ءات الطعن بالاستئناف أمامها، و هل فعلا يجسد ذلك النظام القانوني مكانتها الدستورية كدرجة ثانية في المادة الإدارية	en_US
