| Abstract: | تهدف د را سة هذا البحث إلى تسليط الضوء على واقع تطبيق الرقمنة في الخزينة العمومية على وجه الخصوص خزينة ولاية ميلة، ودورىا في تفعيل الرقابة على نفقات التسيير كونها مشروع العصر الذي تسعى إليه وزارة المالية، جاهدة من أجل إنجاحه، حيث قمنا بتقديم عرض شامل على الخزينة العمومية ونفقات التسيير ورقابتيا من حيث مختلف المصالح الموجودة على مستواها والأعواف المتدخلون في تنفيذ النفقات بالإضافة إلى الرقابة الممارسة علييا، سواء كانت داخلية أو خارجية، وذلك بإتباعنا للمنهج الوصفي، التحليلي، التاريخي الذي يعتمد على سرد مختلف الجوانب النظرية والتطبيقية للموضوع، فلاحظنا أن تطبيق الرقمنة في الخزينة العمومية ساهم بصفة كبيرة في تحسين أدائها كون الرقابة اليدوية تتطلب وقتا وجهدا كبيرين بغض النظر عن الأخطاء المتكررة. |
| Description: | Our study aims to shed light on the reality of digitalization in public treasury management,specifically focusing on the treasury of Mila province and its role in activating control over management expenses.This project,which the Ministry of Finance is diligently working towards,represents the spirit of our time.We have presented a comprehensive overview of the public treasury,its management expenses,and the associated controls.Our approach combines descriptive, analytical,and historical methods,covering various theortical and practical aspects of the subject.Notably,the implementation of digitalization in the public treasury significantly improves its performance,as manual oversight often requires substantial time and effort,regardless of recurring errors. |
