dc.descriptionThe study aimed to determine the impact of human resources management in enhancing outstanding performance with the presence of ethical climate as a mediating variable, as the subject of the study was the scientific research sector in Algeria, represented by (19) scientific research centers affiliated with the Ministry of Higher Education and Scientific Research, and the subject of the study was composed of (3953) As an individual among the research users, a sample of (535) individuals was drawn from it using a comprehensive survey method. The descriptive method of analysis and the case study method was relied upon. The questionnaire was used as a main tool for collecting data and information. The questionnaire was distributed electronically and on paper to the study population. It was analyzed from Through the statistical package programs SPSS and JASP, focusing on several statistical methods, including (Cronbach’s alpha test, arithmetic mean, standard deviation) and using confirmatory factor analysis methodology in order to determine the structure of study variables in scientific research centers in Algeria and evaluate the measurement model through indicators of convergent validity. Discrimination and reliability were achieved by following the structural equations methodology using the least squares method, PLS-SEM and CB-SEM, by applying the Smart PLS 4 program in order to detect the effect occurring between the study variables and test them.The study yielded several significant findings, including:- Human resource management has a positive impact on excellent performance in the studied scientific research centers.- Human resource management has a positive impact on ethical climate in the studied scientific research centers.- Ethical climate has a positive impact on excellent performance in the studied scientific research centers.- There is a positive, partial, statistically significant indirect effect of human resources management on outstanding performance with the presence of ethical climate as a mediating variable Based on the study's results, recommendations include the importance of enhancing the prevailing ethical climate in research centers affiliated with the Ministry of Higher Education and Scientific Research. This can be achieved by encouraging the relevant directorate of research centers to create a work environment characterized by ethical behavior, adopting ethical codes, activating the role of ethical committees, and fostering a culture of ethical behavior among research users. Additionally, it is crucial to enhance human resource management practices and develop strategies that align with the evolving work environment. This includes focusing on implementing motivating and suitable approaches to improve the performance of research users and achieve excellent performance.The study also suggested conducting further applied studies and research to examine the mediating effect of ethical climate in the relationship between human resource management and excellent performance in research centers affiliated with other sectors. A comparative study between these centers and those affiliated with the Ministry of Higher Education and Scientific Research was also recommended.en_US
