dc.description	The development of the gray areas is a priority that receives the attention of the government, and it has charged to improve its basic structures and to correct the imbalance of life of its inhabitants by entrusting this task to the local groups which are responsible for achieve development in shadow areas. This study has come to highlight the structuring role played by the solidarity and guarantee fund of the local community in the development of these territories. Given that local authorities suffer from low financial resources, as they depend on subsidies granted by the state in various forms, including the solidarity and guarantee fund for local thorities for the development of gray areas. And with the aim of clarifying to what extent the role of the solidarity and guarantee fund of local authorities translates into support for local authorities, by strengthening local groups, we have proposed the wilaya of Mila as a model through which the importance of the projects programmed for her, the achievements made and the obstacles she faces can be highlighted.	en_US
dc.description.abstract	تعد تنمية مناطق الظل أولوية تحظى بإهتمام الحكومة ، وسعت للنهوض بهياكلها القاعدية وتصحيح الاختلال المعيشي لسكانها من خلال إسناد هده المهمة للجماعات المحلية التي أخدت على عاتقها مسؤولية تحقيق التنمية في مناطق الظل. وجاءت هده الدراسة لتسل يط الضوء على الدور التنموي الدي يقوم به صن دوق التضامن والضمان للجماعات المحلية في تنمية هده المناط ق . بإعتبار ان الجماعات المحلية تعاني من ضعف الموارد المالية الذاتية فهي تعتمد على الاعانات التي تقدمها لها الدولة عبر مختلف الصيغ، ومن بينها صن دوق التضامن والضم ان للجماعات المحلية الدي يعد الركيزة الاساسية في تدعي م الجماعات المحلية من اجل تنمية مناط ق الظل. وبهدف توضيح مدى تجسيد دور صندوق التضامن والضمان للجماعات المحلية في تدعيم الجماعات المحلية في تنمي ة مناطق الظل، إقترحنا ولاية ميلة كنموذج يمكن م ن خلا له إبراز أهمة المشاريع المبرمجة لها والانجازات المحققة وكدا العراقيل التي تواجهها	en_US
