dc.description	This studyaims to demonstrate the impact of the corona pandemic on the global and Algerian economy and the policiestaken by variousgovernments and international organizations to confrontthem, and to show its impact in rationalizing the expenses of highereducation institutions thatwereimposed on them to cancel all cultural and sports activities and to cancel scientificconferences, and ho move towardse-learning as a the best solution in thesecircumstances. In thisresearch, itwasconcludedthat the Corona pandemicaffected all economicsectors, and the highereducationsectorwas not sparedfromthem, as the pandemicled to radical changzs in many of itsinstitutionns, such as the University Center Abdel HafeezBouwalsouf in mila as a model and through the fieldstudyitwasreached the Corona pandemicaffectedexpenditures, as a policy of onalizingexpenditureswasfollowed in order to optimally direct resources in light of the economic conditions experienced by the state.	en_US
dc.description.abstract	تهدف هذه الد را سة الى بيان أثر جائحة كورونا على الاقتصاد العالمي والجزا ئري والسياسات المتخذة من قبل مختلف الحكومات والمنظمات الدولية لمواجهتها، وبيان أثرها في ترشيد نفقات مؤسسات التعليم العالي التي فرضت عليها إلغاء جميع الانشطة الثقافية والرياضية والغاء المؤتمرا ت العلمية، اولتوجه نحو التعليم الالكتروني بصفته الحل الأمثل في هذه الظروف. وقد تم التوصل في هذا البحث الى أن جائحة كورونا قد أثرت على جميع القطاعات الاقتصادية، ولم يسلم قطاع التعليم العالي منها، حيث أدت الجائحة الى إحداث تغير ا ت جذرية في العديد من مؤسساته على غرا ر المركز الجامعي عبد الحفيظ بوالصوف بميلة- كنموذج ومن خلال الد را سة الميدانية تم التوصل الى ان جائحة كورونا أثرت على النفقات حيث تم إتباع سياسة ترشيد النفقات من أجل التوجيه الأمثل للموارد في ظل الظروف الاقتصادية التي تعيشها الدولة.	en_US
