dc.description	This study comes to display an image on the reality of scientific research and technological development in Algeria, the researchers diagnosis of this fact that showed a significant educational network in terms of number of structures and census of students and teachers, and network research arguing in the government and higher education field, but the scientific production and patents in Algeria remains weak in terms of quantity and quality. They also discussed the factors that led Algeria's system of science and technology to the lack of transition to a national system of innovation, Algeria is still complaining about the many shortcomings in creating an environment for innovation and creativity, the most important is low private sector spending on research and development, absence of partnership and poor cooperation between research institutions in universities and production enterprises and the deterioration of the quality of scientific research institutions. Finally, the researchers designed a future vision to raise the level of scientific research and technological development in Algeria, maybe the latter make an active and influential in various aspects of community life.	en_US
dc.description.abstract	تأتي هذه الدراسة لعرض صورة حول واقع البحث العلمي والتطویر التكنولوجي في الجزائر، وقام الباحثان بتشخیص هذا الواقع الذي أظهر وجود شبكة تعلیمیة هامة من حیث عدد الهیاكل وتعداد الطلبة والأساتذة، وشبكة بحثیة معتبرة في المجال الحكومي والتعلیم العالي، إلا أن الإنتاح العلمي وبراءات الإختراع للجزائر یبقى ضعیف من حیث الكم والكیف. كما تم التطرق إلى العوامل التي أدت بمنظومة العلم والتكنولوجیا الجزائریة إلى عدم التحول إلى نظام وطني للابتكار، ومازالت الجزائر تشكو من عدید النقائص في تهیئة بیئة الإبتكار والإبداع أهمها إنفاق منخفض للقطاع الخاص في مجال البحث والتطویر، انعدام الشراكة ورداءة التعاون بین المؤسسات البحثیة في الجامعات ومؤسسات الإنتاج وتدهور جودة مؤسسات البحث العلمي. وأخیرا یرسم الباحثان رؤیة مستقبلیة للنهوض بمستوى البحث العلمي والتطویر التكنولوجي في الجزائر، علها تجعل هذا الأخیر فاعلا ومؤثرا في مختلف جوانب حیاة المجتمع	en_US
