dc.description	infrastructure projects represent a fundamental pillar to push the development process in any country, particularly, developing countries, but the huge funding required is often a significant financial burden on the budgets of states. So should we search for other sources and alternative ways to finance and build these basic and important projects. The aim of our study is to provide a new mechanism which could be adopted by governments and benefit from its advantages in order to finance the achievement of their projects. Namely, the build, operate and transfer system (BOT) in that the private sector plays an important role in financing, and exploiting infrastructure projects and thus helping to achieve economic development without considerable state budget support which can be financial burden leading to borrowing	en_US
dc.description.abstract	تسعى تمثل مشروعات البنیة التحتیة دعامة أساسیة لدفع عملیات التنمیة في أي دولة وبخاصة الدول النامیة منها، غیر أن ضخامة التمویل الذي تتطلبه كثیرا ما یشكل عبئا مالیا كبیرا على میزانیات الدول، لذا وجب البحث عن مصادر وطرق بدیلة لتمویل وتشیید هذه المشروعات الأساسیة والهامة، وتهدف دراستنا هذه إلى تقدیم آلیة جدیدة یمكن أن تعتمدها الحكومات وتستفید من مزایاها في سبیل تمویل وإنجاز هذه المشروعات ألا وهي نظام البناء والتشغیل والتمویل )البوت( والذي بموجبه یصبح للقطاع الخاص دورا مهما في تمویل وتشیید وتشغیل مشروعات البنیة التحتیة وبالتالي المساعدة على تحقیق التنمیة الاقتصادیة دون تحمیل موازنة الدولة أعباء مالیة كبیرة من خلال اللجوء للاقتراض.	en_US
